Online Casino Singapore 2026: Is It Legal? Law, Penalties & Risks

Singapore Pools is the only licensed remote gambling operator in Singapore. Here are the law, the penalties and how to spot an unlicensed site.

Short answer: no, with one exception. Singapore Pools is the only operator licensed by the Gambling Regulatory Authority (GRA) to offer remote gambling to people in Singapore. Playing at any other online casino or betting site while you are in Singapore is an offence.

Which law applies?

The Gambling Control Act 2022 brought Singapore’s older gambling laws, including the Remote Gambling Act 2014, into one framework. The GRA regulates gambling, and the two integrated-resort casinos are covered separately by the Casino Control Act 2006.

What are the penalties?

  • Playing with an unlicensed online operator: a fine of up to S$10,000, up to 6 months’ jail, or both.
  • Running unlawful gambling: a fine of up to S$500,000 and up to 7 years’ jail; up to S$700,000 and 10 years for repeat offenders.
  • Advertising unlawful gambling in or from Singapore, or to people in Singapore, is also an offence.

Who enforces it?

Since 1 January 2025, the Singapore Police Force has handled blocking access to unlawful remote gambling sites, their advertising and related payments. You can report unlawful gambling sites or ads to SPF through i-Witness.

What about overseas licences?

A licence from another country, such as Curaçao, Malta or the Philippines, does not make a site legal to use from Singapore. What matters is whether the GRA has licensed the service for people in Singapore.

How to spot an unlicensed site

  • It is not Singapore Pools, yet accepts players located in Singapore.
  • It advertises through Telegram, WhatsApp or SMS “agents”.
  • It offers very large deposit bonuses in SGD.
  • It asks you to pay through personal bank transfers or third-party accounts.
